Depends if she's the sort of child to put things in her mouth still? There's lots of fiddly pieces too, does she play nicely with things or is she untidy?
I would say still too young but you know your child best.
Mine was 4 when he got the fire station set, but he's played with it alot more now at 6 than he ever did, and he still has trouble with the hoses and connections.

My 3 year old has regular Playmobil. There are some VERY small bits though, but you could always keep these aside until your daughter is older. My son struggles with some of the fiddlier bits like putting hands on motorbike handlebars etc. but enjoys playing with it with me so I can help.0
