Help - First time buyers

Greetings all.

Myself and my Wife have found a new build property we wish to buy. We are both young, and have taken 2 years to save the £13,000 deposit.
We have visited a broker that has shown us a great deal that we can afford.
We now wish to "negotiate" a deal with the builder. The property is up at £135,000 in Mid Wales. What would you deem as an acceptable offer?

Also, where do we go from here?

We have £1,500 set aside for soliciter fees, with the other fees being added to the mortgage.

I guess we make an offer to the builder, and then apply for the mortgage? At what point do we consult soliciters?
