Is solicitor messing about?

I've recently decided to remortgage and have done it through a broker where they organise everything and the fees are added to the mortgage.
I started the process at the end of January. Had the mortgage offer the 2nd week in February, accepted it, then the broker gave everything to the solicitor approximately the end of February.
I've contacted them a few times and they just seem to be stalling.
They've had the settlement figures from my current mortgage provider, from the secured loan, had all the paperwork back from me, and they say they have been waiting for the land registry to send a copy of the lease, this was over 3 weeks ago, they claim they have not got it yet.
Are they taking the ****, or does it actualy take this long?

a remortgage tends to take around 4 weeks. Issues can arise which can make it take longer.I am an Independent Financial Adviser (IFA).
