When to shop in sales?

I need to buy a new laptop, which I was planning to do from somewhere like PC world, where I can get some advice (as I don't have a clue which one to get out of the billions of different types available). Also, my contract has run out and so I need to upgrade my mobile phone.
I was wondering when is the best time to do this? Do I buy during the pre-Christmas sales or the January sales - or is it all much of a muchness?
