we put the stake part in a bucket of cement which then set.Benefit of this is I can lug it to wherever I want in the garden/patio and unlike my old one in the lawn the dog no longer feels the need to pee on it :o

You could always fill the parasole base with sand, that would be much heavier than one filled with water.

i have previously used a small piece of scaffold tube hammered into the lawn using a piece of wood to put over it then hit it with a sledge hammer! then you can pop the clothes line into it, its easy to hammer the tube in yourself!

BTW, I found the Coopers rotary drier on another site, or something very similar, and they described it as a 'garage stand', so my instincts were correct and it's not designed for being outside on blowy days ...

We have a very wide parasol base bought very cheaply from Lidl last year - filled it with sand and have two full loads of washing out on the whirly line with no problems at all :D

You do have to be careful to balance the loads around the line though - but not usually a problem and since we only have a patio area this provided the perfect solution!
