Vista won't allow installation of programs

My Vista machine constantly refuses to install programs. Just now I tried to download sipgate for VoIP calls.
First time: I clicked Run - it downloaded then did nothing.
Second time: Clicked Save - downloaded, warned me about compatibility/viruses - I accepted then it did nothing.
Third time: Locate downloaded file in folder, double click, warning: "The publisher could not be verified. Are you sure you want to run this software". Click Run, and it all disappears.
It's not the first time it's done this either. And I'm guessing it isn't user access control as that tends to dim the screen and throw a dialog box in your face. This acts like I didn't ask it to do anything. I've searched the site and didn't find any similar experiences, hope someone knows what's going on here

i havent had any poroblems like this yet. if you right click on the exe file and chose the 2nd tab along can you run in xp mode?0

I right-clicked the file to find an option saying "Run as Adminstrator". I did so and it installed fine.
What I don't understand is that this user account is the only one I've set up in Vista and is configured to be the administrator account (I was sure of this). How can I check on this though?0 -
go into control panel and choose user accounts.0

that is the same for me as well. maybe vista puts the extra step in to protect you???0

Try clicking on start then my computer. On the c:\ right click and go to properties the click the security tab and see what permissions you have0
