Over 65 age related tax allowance

I have read that for 2013/14 tax year the age related tax allowance is frozen at the current amount of £10500. What I can not find is whether the earnings limit of £25000, is to be frozen also or whether this is rising with cpi ?
Can anyone help?

    Normally the income limit for the ARA is announced in the actual budget in March/April.

    I should imagine though that as he has decided to freeze the allowance until such a time as the PA catches up to it, the income limit will also be frozen so as not to provide any further relief.
