Council Tax Re-banding - neighbours have same band

Hi there,
Im currently in band B and think I should be in band A.
Could anyone tell me if my neighbours have the same band as me but the valuation of my flat was less than £40 in 1991, should I still try to contact my council and ask to be re-banded?
