Council tax bailiff again!

We set up an agreement which we couldnt stick to as the past few months have been just awful. Yes I know Im stupid after the great advice I received about the proble! Feel such a fool. Now have had another bailiff from same company yesterday, again we didnt open the door but this time he says the debt is £504. The debt was originally approx £290. The main office will not help, they just keep repeating to contact the bailiff. The council will not help even though I have borrowed nearly the full amount. (only need £15) Not sure what to do. StepChange (CCCS) is telling me the charges are correct as they can charge for administration costs and letters? Dont know what to do now as I just want to pay the amount but cant afford the charges!
