Does this mean building on greenbelt land? I have clients who own such land.0

Germany's about 12% built up but that includes more road surface than the UK has.
It'll have to be intermngled with enough green space (parks/gardens, recreational areas) to allow water to run through and not overflow.
It'll have to be spread around the countryside. The South East will be much more than 9% built-up. Scotland's only 2% built-up.
So the jobs need to be spread more evenly otherwise London will be Europe's Gridlock Central.
It is going to be tough to move the balance of economic power north though. Personally I would like to see the House of Parliament move out of London and with it parts of the civil service.0 -

I quite agree. At the moment Britian looks like the border pub in Spike Milligan's Puckoon where 9/10s of it is empty but everybody's squeezed into the 1/10 where prices are cheaper.:D
