I don't believe there is any restriction on the length of an ebook, and can only direct you towards Amazon's help pages:

I also suggest that you have a look at existing books available in
your target area to see what the competition is like and what appears to be selling well.

Well I "sold" 56 copies in the free promotion, including 42 in the US, so I'm pretty happy. Here's hoping I now get some reviews...

I don't think there is a minimum. I've published some single short stories in the 6-7,000 word range and they are selling As long as the content is interesting to someone, it doesn't matter how long or how short is. Short is good for e-readers. Sometimes you might just want to read a short story or something short during your lunchbreak for example.

Does it cost you initially to publicise a book on Amazon or do they just take a cut of sales?

You should make your blog on web 2.0 application websites. This is one of the best and easiest way to advertise yourself. Blogspot, blogger, or WordPress are some website who has free of cost subscription. They will definitely helps you a lot.

They take a cut of sales, there is no upfront charge to publish with amazon or smashwords.
