Settlement offer to bank

I have looked at the threads and not sure if this has been discussed before. Apologise if it has been discussed.
Has anybody written to the bank offering a full settlement in cash in return for a discount on outstanding mortgage ?
If yes, what was the outcome and how did you go about it ? Are there any templates to use to send the letter ?
I am with ING direct which was taken over by Barclays and I feel that they might be inclined to take up any settlement offer.
