Wasn't charged for Eye Test on HC3

Hi,
I went in to a Specsavers and asked for a sight test, showing them my HC3 certificate (unemployed student) which states I pay up to £4.23 towards a private sight test, and £12-something for an Optical voucher.
Had my sight test, was prescribed my correction numbers, and said I'll be back one day to decide on frames etc.
After I left, I realised they hadn't charged me. The optician made me sign what I think was a "NHS funded sight test form". I had just had the sight test so was too tired to read the entire form, he didnt expect me to read it either, he just said "sign here".
I don't think I need the glasses, and the branch is an hour's journey from home.
Question is, have I just had a free sight test, or will the NHS later slap me with a penalty charge of some sort?
Surely its the opticians job to give me the right forms based on eligibility that they see?

I don't see how the NHS can slap you with a penalty charge as you have taken all the necessary steps. It's possible Specsavers might approach you for your contribution oh up to £4.23, however, I can't see them bothering. In their shoes I'd write it off to staff error and ensure the relevant training is provided.0
