Mortgage on property inherited

I want to buy my brother out of his share of a house we both inherited. The house is mortgage free. At the moment the property is rented to tenants and I also owe a second house with my wife. Do I therefore have to take out a buy to let and if so will the rate be much higher than if I lived in it or used it as a second home? (far from ideal) can I remortgage on a buy to let to release the equity?
