personal accident due to council employees negligence

Hi all,

i have no idea where to post this in MSE..

so here goes,

I had an accident/ fell over due to hackney council graffiti removal crew, not taking enough care to stop the public/ me, entering an area of pavement which they had treated with pain stripper.

the paint stripper had caused the pavement, to be in effect, like black ice, super slippery and when i stepped on to that area of treated pavement, i slipped over and hurt my hip/ back.

the area was so slippery that i could not get back onto my feet,
my hands, coat etc were covered with this black paint stripper residue (gunge), it even started to take the varnish off my finger nails.
This was weds 14/11/12 at approx 07:35 and i;m still stiff and achy from the fall, my dress got some of the gunge on it, it was on the bottom of my handbag and ruined the red coat I was wearing.

I know i should seek legal advice, but would rather try and do it myself
I have a claim form to fill in, but i feel its meant to be awkward to fill out and wants receipts etc for goods that are damaged.

hints, tips, legal words/ ideas all welcome..
