Why didn't the bus overtake using the non-bus-lane?

Because those lanes were solid with traffic, strange that, never used to be before they made one of the lanes a bus lane.

So your real gripe is the cars not letting the bus out to overtake?

No, the other two lanes were solid, so an overtake was not possible.

rubbish. if they are 'solid' then its even easier
all it requires is a car to the rear of the bus to ease of the accelerator/wait before moving
a gap appears and the bus can maneuverer

Are bus lanes new down your way?
up here in the civilised areas,we allow buses out in just such a fashion every day
in fact its in the highway code (and has been for many years) to give way to buses where possible

I'll keep it simple. The bus could have pulled out, be let out by other vehicles, but the lane the bus would move into was not moving. Therefore the bus would not only be making even slower progress than stuck behind the cyclist but would not be able to overtake said cyclist.
