income/capital bonds

hi there
this is a question for my friend who is like most of you having troubles with the CSA
in short
she has a 2yr old and has been trying to obtain maintenence from the father since the birth
the father refuses to aknoledge the baby even as far as to ask for DNA test which came back as he is the father
CSA finally looked to be getting somewhere
he is self employed and has a very well paid job
now when the descision came back he told them he pays him self in capital bonds an that the CSA do not take this in to account so he was assesed on 70 pound
friend has tried an tried to apeal but keeps coming back in his favour
there is so much more to this storie but the main thing is the bonds has any one else run in to this before???

If he pays himself in Capitol Bonds, is he declaring them to the tax man?
My ex-husband used to receive these & he was taxed on them as they are considered a *perk*Autism Mum Survival Kit: Duct tape, Polyfilla, WD40, Batteries (lots of),various chargers, vats of coffee, bacon & wine.

There is something in the csa terms that prevenst a nrp disposing of income to avoid payment. I think she would have to put in an appeal on this basis.0

he declared them to every one
CSA says that because its not freely available money they cant asses himwith them included
he says he gets 200 pounds worth per week
she keeps apealing it
at firts they said they will take them in to account but he appealed it an now they wont take them in to account
my friend has told them all about his life style that it doesnt add up for someone only getting 70 per week cash
juat wandered if there is a way like a loophole so she can make them take them in to account0 -
Ummm...tell them she's happy to accept payment in the capitol bonds rather than cash???
You could search for them on google to see where she can spend them....i know Iceland & Boots used to be included.
