Cancellation of PPI @ Northern Rock

I've tried cancelling my PPI with Northern rock loan and cancelling this policy wasn't easy as it seems.I was told that my original loan was to be shelved and re-apply with a new loan with the remaining balance on the loan.My original interst rate is 6.9% and the lass who handle the query sound confused if 7.4% was to be my new rate until she asked someone to look at her work the ff.day.She demands the detailed cover on my replacement PPI with paymentcare and keeps on saying she couldn't hear clearly re:details of policy w/ Payment care.Is this what normally happen when cancelling PPI with loan provider?As they want start new application?
