PPI on mortgage didn't kick in

Help!
I had a mortgage with Halifax, taken out in 1998. Due to mental health problems in 2001-3 I was unable to work, and claimed Incapacity Benefit. I contacted Halifax in writing to advise them and to ask for the PPI to take effect but, after some time, I began to get letters from them saying that I had mortgage arrears and they would start repossession proceedings.
The final result was that rather than have the house repossessed I sold it seven years ago, paying off the outstanding balance of my mortgage.
I contacted Halifax a while ago and was told that, without the relevant paperwork, they couldn't do anything. I would need copies of all correspondence between myself and Halifax, the DWP and copies of my medical records.
I've moved house five times since then and have lost a lot of stuff, including paperwork, during the moving processes.
Is there anything I can do to reclaim this PPI that I was sold but which never took effect? Can I claim anything for the hell that they put me through? Their actions had a massive impact on my mental health.

There are going to be a number of problems here.
1 - lack of documentation
2 - no evidence of wrong doing
3 - your failure to control your finances.
I understand you had mental health issues at the time but I am going to park that for a moment. When you make a claim on insurance, you have to send in some documentation and your claim is assessed. So, what happened to your claim documentation? Did you send it in? Why didnt you chase them when no MPPI payments were made? This is bit that comes under your failure. On any claim there is a degree of paperwork going back and forth between you and the insurer before you get paid. So, knowing at what point it stalled and why is an issue. Did it stall because you didnt send documents in. Did it stall at the insurer? At what point did you stop (or even start) chasing them.
Gong back to your mental health issues, was the lender and insurer aware of this? Whilst they have to consider it when dealing with you and support you where they can, they do need to be aware of it.
You cannot reclaim PPI premiums on the basis that an issue occurred with a claim. The PPI issue relates to the sale and whether it was done correctly. Your complaint is about a claim you say you made. That is something different.
My gut feeling is that too much time has gone and documentation wont exist or be available to resolve this. Halifax could theoretically time bar it as well. You get six years from event or 3 years from being reasonably aware of a problem. 6 years from 2003 is 2009 and 3 years could be applied from 2003 at the earliest but certainly the sale of property at the latest. Are you saying you claimed but never heard the outcome of the claim?
Were you under the care of a consultant psychiatrist? (If the answer is "no" the claim would have been declined anyway).0 -
