Finally got it fixed. A cable had a fault which didn't show up until the meter was connected. It seems that the meter draws a small amount of current and that was enough to show up the fault.0

When you mention cable fault, was that a failed cable, or a poor screw connection ?

The cable in question is a piece of armoured cable that runs under a path. It's been under the path for about 5 years with no problem. The meter showed varying resistance with nothing connected indicating that water has got in somewhere. I've bypassed that cable and it all works.0
