Barrett's FY end is 31st December so Completion needs to be done by then to be included in the accounts. As your build completion is Feb they can afford to wait for a better offer.
Papworth Everard is desirable and locally there is mass new build developments in Cambourne and Loves Farm St Neots so they will view PE as a premium location compared to the other two. I bet most of the locals are employed at Papworth Hospital. What happens when this moves to Cambridge in 2016, will there be a flux of homes going onto the market meaning prices head south due to more supply than demand.

Just looked on Rightmove and 2 bed houses in Cambourne are £190,000. I would prefer to live in Papwirth Everard so with that in mind I think £180K is a far price imho.0

I'm buying a new build from Taylor Wimpey. It's quite a popular site so there was no negotiation to be done on the price. The builders want to keep the sold price as high as possible as this potentially affects future sales on the site. I was offered other incentives including stamp duty, 5% deposit, legal fees and removal fees. Some other people buying had carpets instead of some of these. I have been round loads of new build sites and it seems that the biggest discounts are on unpopular sites where the houses are completely finished but unsold.0

Ask for the freehold to be paid via a gifted sum. It won't change their sale price but it may save you 000's over the period that you live in the new build

I would say 5% is realistic if you're a FTB, As usually with big new build developments that offer part-ex, the price is inflated a bit to cover potential losses of the part ex.0
