Highlighting cap how to make holes

Have had a reaction to hair dye so bought a highlighting cap online. It has arrived and doesn't have the holes in in although you know where they should be. What is the easiest way to make small holes in the cap?

Was there not a hook for pulling hair through the holes with the cap? I've always used that to make holes when i've used a highlighting cap
