Probable Council Tax Exemption - Should we get a refund?

I have just discovered that my Grandma, who is a dependent and over 65, should probably be exempt from paying council tax as she lives in a "Granny Flat" (well actually we have live in her "Granny Flat" since Nov 2000, when my grandad died). If she receives and exemption would she be entitled to a refund? I really, really hope so as it's me that's been paying the bill and it's £1000's!!! I had no idea until I started looking into claiming back as I think we are in the wrong band!!!

If an exemption is awarded then any monies would be refunded.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

I have just had a visit from the council and they are going to let me know if an exemption will be granted but have told me if it is it will be going forward (although I could appeal!)
As the houses are interconnected, if I am unsuccessful, I may try to get the property re banded as one, rather than two separate dwellings...:beer: :beer: :beer:0 -
Interconnection on its own is no reason for the properties to be merged. If each has its own facilities for preparation of meals, living, eating, sleeping, washing and a WC, then each will have its own CT band.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
