The situation is as follows:
- Working a 28 day rotation (month on month off)
- Getting paid in dollars to my uk account
- Paying Libyan tax @13%
- No tax deduction for uk tax in my monthly wage bill
Many thanks.

in very simple terms if you spend more than 183 days in the UK (ie 6 months) in any one tax year you will remain liable for UK tax on your Libyan earnings. There is also another measure applied as an average over a 4 year period which may catch you if you don't do 6 months in any one given year
You may be able to claim the 13% tax paid as a credit against that liability depending on whether there is a tax treaty between the UK and Libya
the rest of the rules are far too detailed for me to advise accurately0 -

That does not mean that you are stuck exiled Libya.
Once upon a time I worked with a "refugee" from the Eastern Block - she and her family back home had to look forward to a mutual summer holiday in Romania, as returning to the (now) Czech republic to face her debts (and consequent state reaction) was a non starter.0
