Job 10 hours week on JSA - questions

My husband has got a job doing cleaning at the high school in town. It's contracted as being 10 hours week during term time but extra hours during school holidays. To make budgeting easier, we would like the job centre to work out the average hours over a year and adjust the JSA accordingly. Jobcentre where we used to live did it for me after I explained that I needed an average to be done to make budgeting easier for us especially with us having children. I can manage wages being different each month but problem is that if jobcentre won't do average, the length of time it takes for each change to be processed. I will try to save the money from anything over the 10 hours a week term time but we do have a few debts which I'd like to get paid off asap so might put 'overtime' money towards them.
The extra hours during holidays is:
Christmas 9 hours
Feb half term 6 hours
Easter 9 hours
May half term 6 hours
Summer 24 hours
Oct half term 6 hours
Total 60 extra during the year.
Obviously the first £10 week net is ignored but £1 for £1 is taken off the rest. Looking at our HB & CTB, we'll still get the same as we do now but I think CTC might go down? First question is have I got this right and second is would we be better off when UC comes in?
Next problem is the tax situation, obviously we'll still be getting some JSA so will my husband be on BR code and have to wait till he's got P60 to claim tax back or will the tax office split his tax code between JSA and his job? When I had 2 jobs back in 2000-2002, I split my tax code between the 2. My husband doesn't think this is allowed any more because a friend of his wasn't allowed to. Said friend was doing 2 jobs one of which had tax office in England but other job tax office was in Northern Ireland. If my husband has to go on BR for the paid job, we know that we could look on it similar to savings but unlike savings which can be accessed if needs be, excess tax can't be accessed until end of tax year and then it can be weeks/months before we get it.
