Tax details sent to wrong address for the last 18 Months

I’ve just found out that the Inland Revenue have been sending my tax details and returns to the wrong address. I've called many times to inform them I need a tax return form to complete my end of year taxes. (I'm self employed) I also learnt that they have fined me £100 for not completing and retuning my end of year tax returns. Today I visited the address where they had been sending my details to find the home owner had destroyed almost all of the mail that was delivered to them and was in my name. However; by chance they had the last two letters from the Inland Revenue. It would appear that the people living at the address are pretty honest so I’m not to worried but still think it a good idea to change my Bank and credit card details just in-case.

How do I complain and to who?

Any sound advise pls?

    go to http://www.hmrc.gov.uk/ type in complaints and follow that. If no joy at first stage keep going. Ask for compensation if you have incurred costs as a result of their errors. Re the £100 penalty appeal immediately on the grounds that they did not act on your change of address notification. Keep a record of every time you call and where you called. You should however complete and return that outstanding tax return asap - given that you knew you had asked for one and that forms can be downloaded then you could in theory have got it ready to send in once you had your tax reference notified to you (and if you knew that you could have sent it in anyway).Good luck.
