Any offers on roof insulation if I dont have a loft?

My house is a tiny cottage with various bits added on. There isnt a loft- I look straight to the (non insulated) inside of the roof. Are there any offers that would apply to me (in Wales)- everything I find is for free loft insulation.

The Energy Company Obligation (ECO)
The Energy Company Obligation for the big six energy suppliers is also being launched this autumn. It is in three parts:
Affordable Warmth Obligation
To provide free heating and hot water saving measures, insulation, glazing and microgeneration technologies (except PV) to low-income and vulnerable households.
The eligibility criteria for this means-tested scheme are still being finalised. Social housing tenants are not eligible for the affordable warmth element of ECO.
Carbon Saving Obligation
To provide funding to insulate solid-walled properties (internal and external wall insulation) and those with ‘hard-to-treat’ cavity walls.
This is not means-tested but will be used in conjunction with the Green Deal. This is because the cost for these measures is still relatively high, so they do not meet the Golden Rule.
Carbon Saving Communities Obligation
To provide free insulation and glazing measures to people living in the bottom 15% of the UK's most deprived areas. It is expected that this element of ECO will particularly benefit the social housing sector.
Through ECO, the government aims to help 230,000 low-income households or those in low-income areas. Of the expected investment by suppliers of £1.3bn per year, there will be a 75:25 split between the carbon and affordable warmth obligations."

I'm guessing you'd need to dry line the internal surfaces to insulate the house? If that's the case, you can find subsidised insulation offers on rolls of glass wool quite commonly, but the other materials and labour costs won't be covered by any subsidy as far as I'm aware.
You might prefer not to use glass wool and dry lining however, as other insulation boards can offer more insulation in the same thickness and won't have as much thermal bridging either.0
