Can't access my credit report?

Hi
I want to apply for a new credit card (current one is a student one and I want to change to a 0% one) so I tried to access my credit report on noddle to see whether I'm likely to get rejected, but it says that me entering my card details is not sufficient ID.
At first I thought it was because I entered my new address (only been living there since this August) and both my debit and credit card are registered at my mum's address so I tried that and still got declined. Does anyone have ideas as to why they won't let me access my credit report?
I haven't tried experian yet as I don't want to waste a free trial by signing up only to not be able to access that either.

Apply for your £2 paper statutory credit report from Experian and use only your old address unless you're on the electoral roll already at your new address. Forget applying for anything with a current address that isn't what is on the electoral roll. And even after you appear on the electoral roll you'll be high risk because you've not lived at your current address for long enough0

Try to avoid applying for credit immediately after moving home. It takes a little while for your data to catch up with you. Make sure you've registered on the electoral roll and find out from your local council when this will be published. Your credit report should be updated with this new information 2-3 weeks later.
