CSCS course refund help?

Hi guys, last night I booked a CSCS course for my mate and I. I stupidly went through a 3rd party and have paid £86pp. After booking my mate calls to say he doesn't need the course as he already has an alternative card.

So, today I called said 3rd party and have been told they offer no refunds, I have spoken to The Construction Industry Training Board, who have cancelled the course. I also read on the CITB website that I would get a refund...

After opening a complaint with 3rd party and being told no refund, I went onto live help who said I was eligible for a partial refund.

Can anyone advise me please?

    In fact, here it is,

    REFUND AND CANCELLATION POLICY
    Your have a right to cancel a booked test. If you wish to cancel your test, you need to contact us via either of the following links:

    https://support.constructionsupport.co.uk

    If at the time you contact us, we have not yet booked your test, you will get a full refund. However, if you contact us after booking confirmation was sent to you (by email or sms or text ), you will not be entitled to cancel and will not receive a refund. Our CSCS card application assistance service is not a refundable service. Once you have booked this service you will not be entitled to cancel it and will not be able to secure a refund or to claim for any loss or damage of any kind financial or otherwise.

    It says I 'will not be entitled to cancel it'. I couldn't when I spoke to them today but I did through the CITB. mmm

    If you have been able to cancel the test, then they can only charge you for the costs they have incurred, so in effect their admin costs. Have they been refunded by CITB?
