whilst I may feel a tad bitter, there's not a chance in hell I will helping her.

It's definitely this attitude you need improving on. How do you know you're better? Maybe she really is better than you and just didn't feel like disclosing her qualifications to you? Maybe she's more likeable so the manager thinks she's better suited for supervisory work. Until you've seen her work in her new role you don't actually know how competent she is. You say you work with her but that doesn't mean your perception of how capable she is is the same as everyone else's. Maybe the manager thinks you're over-stepping his authority and she doesn't ever question him so she's more easy to train?

If the person that got the job was the best candidate, she should be able to stand on her own two feet. If the OP and her colleagues were overlooked for promotion in questionable circumstances, then they have a right to be aggrieved and de-motivated.
  • Maybe the candidate excelled in certain areas and only met the lowest pass score on other criteria, but with a higher overall average?
When I was young I respected cool people, then I grew up I respected clever people, now I'm wiser I respect kind people.
