VAT on service - not included in price

I’m no VAT expert but it strikes me that the key question is whether you had a written or email quote.
If you did you have something to work with
If it was over the phone, do you have a recording?
If it was a verbal quote its your word against theirs.0 -
We have their written terms and conditions that just list £190 for the cleaning and £90 for the inventory. No mention of VAT. However, all the other prices they quote (e.g. Late payment letters) are quoted "£25+VAT" or similar.0

Basically, the legal requirements are in The Price Marking Order 2004 which requires that where a "trader indicates that any product is or may be for sale to a consumer, he shall indicate the selling price of that product", and defines 'selling price' as the "final price for a unit of a product, or a given quantity of a product, including VAT and all other taxes".
