I couldn't find a definitive answer to this but from HERE Cadbury produce 5600 tonnes of Creme Eggs per year which according to THIS is equivalent to 1500 African Elephants.
By this measure one (African) elephant weighs 5600/1500 = 3.73 tonnes. Therefore I calculate the answer to be 7123/3.73 = 1909 elephants, just 50 elephants short of the third option.
(Comping is so educational don't you think?)

Well - wikipedia says a male African elephant weighs between 4.7 and 6 tonnes, a female between 2.1 and 3.2 tonnes.
- 7123/451 implies 15 tonnes per elephant
- 7123/618 implies 11 tonnes per elephant
- 7123/1959 implies 3.6 tonnes per elephant

I found via wiki.answers.com that a female African elephant can weight from 3.636 tonnes to 4.545 tonnes.....
