No faith in HR department

This post is a bit long, but I would like to know if this has happened to anyone else and what the outcome was.
I accepted a job offer in July, but am I still waiting for a start date months later. As the job involves working with vulnerable adults I expected a long wait before I started. I got my CRB check back months ago, but heard nothing!
I contacted them and they said they had received my 1st reference but not my 2nd so I sent them another 2nd reference. But then I heard nothing!
So I contacted them again. They said they hadn't received 'the first' 2nd reference. I pointed out that I had given them another one. They couldn't find it so I emailed them the details again. I heard nothing!
When I phoned them they said they hadn't received 'the second' 2nd reference. I pointed out that they had and they found it in a file. I was told they will contact the reference again to verify it and then they would contact the manager I would be working for to arrange a start date. I heard nothing!
I contacted them again and was told exactly the same thing, so obviously it wasn't done. They told me they would phone me the following day. Surprise surprise I have heard nothing!
To make matter worse they have lost my 'original' birth certificate and worse still they knew from my interview and have been reminded all the way that I have put myself £3,500 in debt for transport to take up this position. I am currently unemployed and am now on the 'stale' breadline and can't afford to buy food, pay bills or even get my heating fixed. I also don't think the jobcentre believe I have a job offer and I'm beginning to wonder myself.
I know the job hasn't been pulled due to lack of funding or anything as they are now advertising again for the same position. They are not yet in breech of contract because the are still saying I have the job. So can I sue them for breech of contract anyway? It's not really something I want to do to a charity/company, but I am in a desperate situation. If I accept a job offer elsewhere can they then sue me for breech of contract?
I don't know what to do. What are your thoughts and has this type of thing ever happened to you?
