mortgage exit fee with commercial lender paragon

I have recently redeemed 11 mortgages with Paragon mortgages. Their redemption fee was £45 between 98 to 2002 . Then in 2003 it went up to £100,2004 £125 and 2005 £150.

I have used Martins template to complain and ask for the overcharge back but they say they are not members of the FSA and are therefore not governed by it.

I wondered if anyone else has come across the same scenario and had any success. I was considering threatening to sue since I am sure that under point of law the charge must be a fair reflection of the work and the costs involved?

So far I have recovered £209 from Abbey and £175 from Saffron Walden Herts and Essex using the template. Barclays and Bristol and West have so far not replied.
