Although your SOA is showing a negative balance it is not quite so bad as it seems as you have shown your debt repayments twice.

Revised water rates at £672 p.a (£56 p.m.) seems high too.
I know someone who lives in a 3 bed semi without a water meter and they pay less than £300 a year for an unmetered supply (and that includes waste water and surface water sewerage)
