getting some help when self-employed

I am self-employed in the building trade ( not business owner) and i have been out of work now for 5 weeks, i wanted to 'sign on' on to just cover my NI contributions if nothing else ,however this has proved impossible, my wife works on self/employed basis aswell but only for couple of hours a week.
