1st & 2nd employer

Morning folks,
Looking for serious advice on behalf of our son.
He was given a jobcentre work placement (no pay) for 9 weeks (do it or loose your benefits), at the end of this period he was offered a four hours a week contract (yes 4hours) had no choice but to accept it.
As he was having his wages made up by unemployment benefits the job centre lined him up with another interview with a 2nd potential employer, he was successful & was offered a 24 hr per week contract (Xmas temp with possibility of being kept on). Jobcentre expects him to do both jobs.
Employer 2 has been chasing employer 1 for almost two weeks for a reference & confirmation of his date he started with them, employer 1 has been giving them the run round in not reply to employer 2.
Yesterday our son had to give employer 1 a hard time to get the info to 2nd employer as he was due to start work there today.
My wife took a phone call this morning from manager of 1st employer asking for our son, when she was told he wasnt home til after 2pm the manager starting telling my wife that as employer 1 they have priority over our son & that his hours for the coming week will be 17 hours instead of 4 - 7 hours that he has been working blah blah blah, springs to mind they are being bloody minded! (Surely they have breached the DPA in discussing our sons business - he is well over 21 & is leaving with us temporarily after leaving overseas for 4 years. It is totally impossible to work for both employers at the same time.
Sorry its long winded, I cant give hime advise as I've been self employed for the past 30 years.

Do they expect him to do both jobs ?
Surely its your sons choice which employer he wants to work for, not been on the WP myself but im sure someone more experienced will provide more answers.
No employer 1 shouldnt have divulged his hours but its not done any harm.0 -
If the second job is 24hours, as this is over 16hours, DWP should no longer be giving him any money so I can't see why they care anymore?
I would say if he has the second job in contract for 24hours and all in place to just work his notice (at 4hours a week) at place 1 then leave.
If he wants to work both jobs then he needs to speak to Employer 1 and get his contract amended to the minimum hours and the rules for changes to hours. Most need a clause saying extra hours have to be mutually agreed and how much notice must be given and it is implied that he can refuse the extra hours but is guaranteed his minimum.
Neither job 1 nor 2 has monopoly on his time, if its a 4hour contract what he does with the other 20hours in the day if its work or watch jeremy kyle is none of their business, unless the contract states he is on call to work more hours, without notice.
One employer should never really be aware of the other its only because of references I guess.
DWP want him to work at job 1 because if it is part of a job scheme they get referral bonus IIRC
