Jacobs Certified Baliffs nightmare!!

Hello everyone, I was wondering if I could get some assistance.

I currently have a council tax debt of £978.40 This happened due to me not being employed and falling behind with my regular council tax payments, despite advising the council tax department I was unemployed and needed some assistance, the council decided to instruct baliff action.

I called the baliffs before they got in contact with me and advised that I would like to come to some arrangement with them, I was advised at the time I was unable to do this at that time as a baliff had not been assigned my case and if i wanted to make an arrangement i had to wait for the baliff to get in touch or pay the full amount, which i was unable to do.

Eventually the baliff wrote to me and on the same day I called his mobile phone number on the letter and arranged a meeting to make an arrangement to pay the debt.

The baliff attended on the 5th September and walked into my home (refusing to sit down and be amicable) he strutted around my home listing goods he could seize if i could not pay the agreement we had not arranged yet!

Anyway I was desperate to make an arrangement to stop the baliff action I signed a document called a Notice to seizure of goods and inventry and agreed to make a payment weekly of £12.50 being £50 a month.

Well I thought it was all resolved and made my payments with no problems, never missing 1.

Yesterday I was called by the baliffs and told that they have reviewed my file and have decided that they want me to up my payments and should I fail to do this they will instruct a baliff to attend my property with an added fee of £110. I tried to explain to them that I had never missed a payment since the agreement was arranged and was told by the person on the phone that I should pay my debts and that if I dont agree to pay more they will enforce action!!

Can they do this?? Even though I made an agreement and have kept to it?

Please advise me what I can do here asmy circumstances have not changed since september so I do not understand why they have come to the conclusion I can pay more. In addition I will note that on the document I signed at the bottom states that they can review my file at any time.

If I continue to pay the current instalment can they enforce action, i.e removal of my goods?

Please help!!!

    did you actually apply for council tax benefit? have you heard anything off them or are they saying you didnt apply. They are quite often behind calculating anything due so you may still be owed something. Please chase them up.

    Jacobs the baliffs haven't got a consumer credit licence so they are acting illegally if they even ask or take one penny from you or remove anything from your home ie committing fraud and theft.
    I found out that jacobs certificated baliffs haven't had a consumer credit licence since 8/9/2010 note i have posted this on the 28/03/2013.
    I have informed the oft and the police and trading standards about this, so any one out there whos had or having problems is entitled to compensation and their money back or indeed their assets .
    Its probably likely that Jacobs bailiffs will be closed down and assets seized has a company thats trading in misery illegally.Also the organizations or persons that engaged the services of Jacob's bailiffs to act on there behalf will also find themselves legally liable as it their own responsibility to ensure that organizations or persons that they've asked to collect their debts as a consumer credit licence.

    More likely is that the search isn't displaying the companies correctly or the register hasn't been updated rather than a company the size of Jacobs not being licensed.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
