So long as you are on the shop floor for the start of your shift, it shouldn't matter whether you arrive there 30 mins early or 2 mins early, that should be up to the individual to plan how long it takes them to get sorted so they are ready to work at the right time.
The staff are meant to be ready for the start of the shift so they can start at time x rather than end up having to go to the toilet 5 mins into the shift. The employer are the ones paying the wages so dont want staff not being ready for work.work0 -

It doesn't take 15 mins to go to the loo. 5 mins should be sufficient. What happens if you went before you left home and don't need it when you arrive at work?
What right does a company have to treat people like children, telling them the need to arrive 15 mins early to go the toilet. Surely it is about treating people like responsible adults and letting them make their own judgements on how long it takes them to get ready for work.0 -

Never said it did it was just 1 example but didnt state it was so, if you need the loo, get a drink, sort out your uniform, put your work shoes on etc, polish them, it can mount up.
Im not saying its right so dont think think I am.

Sounds like its the way the manager runs their store with the combination of their power trip, getting you to do unpaid work is a agreement between yourself and the employer.
I wouldn't entertain it, but some people do.
I know a factory that has such policies, they have a high turnover of staff and struggle to recruit in the first place.
On the other hand i've worked place where the staff are treated well, I was happy to turn up early, make a drink, catch up on the job progress etc, somtimes upto half an hour before I entered paid time. Thing is though it was not a min wage retail job, if on the other hand you was running late for whatever reason it was never a big deal and you was just allowed to stay on later to make up the same.0 -
I work in retail too, not for the same company but same role.
I get paid from 8:45-5:45 which includes tidy up and setting up.
If we are busy my usual 1 hour lunch break goes down to 30 mins but I get paid for the extra 30 mins at work.
I've never heard of the withholding wages until you leave, that has never happened to me in any job I've worked for.
So I would say it's company policy, definitely not mainstream as far as I'm aware.
For the record I work for a great company as you can see
We even have our own little staff cottage- not some crummy little side room lol

nice to hear, like you say often these things are not company policies and not how the higher management want their store to be run. Maybe the OP needs to make enquires at higher levels.0 -

If they want you there for (eg) 15 minutes unpaid a day, then that will take you under the NMW threshold and (hopefully) someone who has more of a brain than I do will be able to advise on the legality of that.We may not have it all together, but together we have it all :beer:

You're under some sort of illusion that people are expected to work for free be it 15 minutes or whatever just because times are hard, I have news for you, like I said I'm just studying here, I'm from Canada and no company there would be able to pull this kind of prank on their employees, granted we have much more jobs available it should still not be reason to treat people as disposable "Resources" just because they can. That just shows people you have no ethics and trust me, if I actually wanted to take it further and "stir up" trouble as you said, it would hurt their company image a lot more than the amount of "trouble" I'll gain by losing a minimum wage part time job.
Any way, it seems like they are allowed to hold a week wages here until you leave otherwise I don't think RobLondon would have mentioned it and people seem to be fine with students and young people, hopefully not your children being exploited for free labour just "because times are tough". I find how UK citizens think this is okay hilarious as well, maybe people here still think Next is Next and Starbucks is Starbucks and that they aren't all owned by private equity firms worth billions of dollars. I really wonder if any of these companies are using their employees "withheld" money to finance risky trade agreements and if at any time they would bankrupt or have their assets frozen the employees would be out of pocket, but of course, that has never happened or would never happen in this world, right?
Also, please read my post better before replying, I perfectly understand if an employer doesn't want someone to turn up at 8:30 and then go to the bathroom at 8:35, I can only think that someone would need to have no work ethics if they actually purposely done that, but to expect your staff to work an extra 15 minutes at the end of the day for free while you're counting the tills should still not be allowed and I can guarantee you while you think that is okay, there are numerous unions and Departments who will fine a company for thousands and publicly shame them if this was happening in the US or Canada.0
