Council tax and severely mental impairment

I have a question regarding council tax, I'll appreciate some advise.

Me and my sis live with mum who has a severe mental impairment and for which she recieves DLA. Both me and sis are adults and unemployed and I'm also a carer for my mum.

What I want to know is if claiming for a discount of severe mental impairment for my mum will make a difference to the bill considering me and sis live in the house too?

    I don't think it will, not unless either you or your sister are full-time students. I believe your Mum's mental impairment would mean she wasn't liable to pay CT, and if there was only one of you living with her then that would lead to a Single Person discount. But as there are two of you ...

  • Are you paying council tax, considering no one in the house is working? Or are you thinking ahead to when everyone has to pay some council tax (I think from next April)?

    If you are currently paying council tax, do the council know that no one in the household is working?

    It won't make a difference to any council tax discounts unless you or your sister are also disregarded for council tax purposes. If your a carer for your mother then you need to apply for a carers disregard for yourself as well as a SMI disregard for your mother.
    I believe your Mum's mental impairment would mean she wasn't liable to pay CT
    If the mother still has the highest interest in the property (e.g she is the sole resident owner or tenant) then she would remain liable even if she was disregarded.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
