Help! mortgage letdown

Having very poor mobility problems and having great difficulty in getting upstairs we decided reluctantly after 25yrs here to find more suitable accommodation. We approached Halifax ( our present lender of 15yrs ) approx. 7 months ago and asked if they could help with a further mortgage. They asked for a letter from the DWP saying they would pay the interest. I got the letter as requested which stated they agreed " in principle " to pay the interest at the government rate up to the value of £100,000 ( We personally pay the difference between bank rate and government rate by direct debit on the mortgage we have now and agreed to do so in the future for any further mortgage). Halifax agreed after receiving this letter to help and told us to put our house on the market and look for more suitable accommodation. Because the market has been slow it has taken this long to sell and also find suitable accommodation i.e wide doors etc for wheelchair. We went back to the halifax today and they now tell us the letter from the DWP is not suitable and the laws changed in October ( Financial legislation ??) they have asked for another letter from DWP stating that they will categorically pay for the stated new address and how much they will pay. The DWP have declined this request so , now I have accepted an offer on my house and placed an offer on the new adapted bungalow and had it accepted they have all moved the goal posts. Can anyone help. I can hardly get upstairs , I have spinal nerve damage ( Peripheral Neuropathy ) and no way of ever moving. I have £65,000 deposit I also have made an offer of £165,000 on a bungalow valued at £195,000 and had it accepted. I need £100,000 mortgage. Any advice appreciated .

    Can it not be paid to you and then you add whatever difference and then send off to the Halifax?
