Lengthy covering letter?

Just after some opinions... I've always kept covering letters to one page and CVs to two pages.
However, I'm writing an application for a job and the guidance notes say that the covering letter should explain how I meet the core skills required, which are listed on the job description.
The job description has a 14 point list of the duties of the role, and a list of 18 "essential" skills. My covering letter is now a page and a half long, but coming to an end.
Do you think this is OK? It seems very long but I've been fairly brief as it is - there are just a lot of unrelated points to address on their list...

Perhaps a brief cover letter covering the detailed letter and CV as enclosures?! If they want verbose, so be it...can't believe someone is going to sit there and read 2 pages from each candidate though, I know anything past the first half-page of CV is barely skimmed when there's a pile to go through!0

Hi, I am assuming that the application is in the form of a form exercise, rather than just submitting a cv? If that's the case then that fine, just make sure that your letter covers all the necessary points to the point.
I have found that in certain sectors they only accept cvs, e.g. Construction or in education they always ask you to complete an application which is basically duplicating the information you have on your cv and a covering letter as to why you feel you are right for the job.
I wouldn't worry about it too much.
Good luck.0
