The Fallowfield Shopping Centre, Manchester, has for a long time displayed signs that say cars park for longer than 2 hrs will be clamped and a release fee has to be paid. These signs are still displayed.
I emailed the Manchester trading standards about this with reference to the change in regulations post 1st Oct.

There is nothing in the Act that puts a duty on local authorities to
enforce it and we do not have authority to enforce it on our warrants, so I
suggest that you report it to the police.

My understanding is that its a BPA guideline so at best you're looking for an AOS slap on the wrist/sanctions.
