Mortgage from abroad?

I was in the Republic of Ireland last week and noticed ads. for mortgages with very low rates (2.9 %). I suppose that there must be rules stopping you taking out a mortgage from overseas otherwise everyone would do it wouldn't they? Does anyone have knowledge or advice about this? Is it possible to take advantage of cheaper overseas mortgages?
