Annual reviews

Do any issues to be aware of arise if someone is not given an annual review when it's part of the expectation?
Someone I know is anxious as they have not had their 'annual review' for almost two years. They have been chasing it but the people who need to give the review are never about at the same time or the person has work commitments. (sometimes works off site which makes diary management harder). During this time there has been some difficulty with one senior member of staff that other senior members of staff seemed to resolve.
So, anything in particular to be aware of, or no news is good news?

My job description includes taking part in performance reviews and ongoing professional development so it's not just the manager's responsibility to make sure these things happen but mine too.
If I were your friend, I would make requests for the reviews in writing and kept copies. That way if I was ever faced with an accusation that I was uncooperative with the review process and therefore not fulfilling my job description I could show that I had made an attempt and that it wasn't for lack of trying on my part that they didn't happen.Common sense?...There's nothing common about sense!0 -

Thanks. I have Asked this now and they say some 'chasing' and seeking a date has been done by them via email, creating a paper trail.
Does any one else know of circumstance in which this could be relevant?0 -
The company have obviously forgot just like once at my last firm we had to remind them of the pay review!0

I understand there has been communication with the secretaries of the people meant to be reviewing and with hr. they have not forgot, they just haven't fitted it in (and I guess it's lower priority for them). Pay review is automatic on year of service and has gone through twice since last 'annual' review.0
