Since you have removed all the key data for some reason I can't check the web site out, but it certainly sounds dodgy. The only bit you left in of any use was "please contact our deVere Financial Advisers" in which case you might be interested in this:
NOTICE: Please note that we never cold call clients with investment recommendations. If you are in any doubt about the legitimacy of an adviser you speak to, please do one of the following: drop us an email at uk@devere-group.com, call us on 0845 224 0035, or check the FSA Register as each of our advisers are individually named and registered with the FSA.
deVere United Kingdom are aware of another company with the same name trading out of Swindon, Wiltshire, cold-calling individuals and directing them to our website for false assurance of their credibility. Please note that we never cold call our customers, and have no affiliation whatsoever with this firm. You should only deal with firms which appear on the FSA Register. For more information, please see the notice on the FSA website: http://www.fsa.gov.uk/pages/Doing/Regulated/Law/Alerts/unauthorised.shtml Please call us on 0845 224 0035 if you have any concerns.

The OP is referring to a post on the lacalaworld.com website, I won't give a link but it is not difficult to find.

Just seems to be an unremarkable article about Martin Lewis with what looks to be an advert for Devere at the end of the story. The email address looks genuine but the phone number may be some sort of scam or not. Obviously nobody should use those contact details.

Can't say I like the way the advert dovetails into the end of the article in an attempt to create some sort of association with Martin Lewis.

I could quite confidently say that Martin Lewis has no knowledge of that website/article.

I don't know looks like all but the last two paragraphs appear to have been copied from another source, which I seem to have read before.

The last two paragraphs appear to be just marketing some other product but cause it's with the main text may make it seem as though it's related.

My guess it's someone's attempt at advertising and producing content for the search engines in an attempt at SEO.
