Underpaid by employers

I work in a standard retail store. They are very unorganised. Apart from management, their workforce are all part time and work according to 16/20 hour a week contracts. Basically, they are trying to run everything on the cheap. The shop is small, the warehouse space is tiny, they lack staff during trading hours, they have a tiny budget for wages. They're pushing their luck in many ways.
I've been underpaid small amounts in the past, most of which I have reclaimed although I am still owed a few hours. This is due to the fact that when you are asked to do overtime and you agree to do so, they don't update this on the staff rota! Basically unless you get a manager to put it in the rota, it will not be updated. I am contracted to 16 hours a week but often do more as I've proven myself to be a versatile and very reliable worker and I know the management see me as a good worker - and in a way good value for money for the job I do. I get through more work than most but get same pay.
A couple weeks ago I did 27 hours but got paid 19. This is because they went way overbudget for that week on the wages and therefore had to sacrifice peoples' wages across the board (so they say!). The next week I did 25 and got 25. This is despite being told by management that I'd be repaid somewhat for the previous week where I only got 19 hours pay for 27 hours work. I was told it might not be exactly the 33 hours I was expecting (25 from 2nd week + 8 from previous week). So there I was hoping it might finally be resolved and looking forward to seeing 33 hours worth of pay enter my bank account at midnight friday ... but it turns out that I was paid for my 25 hours only and no more. The annoying thing is that this 8 hours then drags on and it's 1 week later and further away, meaning more chance of it being forgotten by them. I've already worked 21 hours for this week since Sunday so I'm owed to this date 29 hours. Yet I am still to work today (Friday) & Saturday. That is another 8 hours (maybe more if I do overtime). I will be owed a minimum of 37 hours by next week and likely to be more - yet they will probably try and pay me between 20 and 25 hours pay ... it's like they're scared to pay more than that per person.
I will have another chat with my manager tomorrow but I don't know if I can trust what they say anymore. I'm just really !!!!ed off. I'm astonished that they can take such liberties and literally take the !!!! like this. I have on my phone 2/3 videos of my hours on the rota although as the rota gets updated alot, it is not 100% reflecting of the hours I did, but fairly close. But what can I do about this, if anything? I can't let this drag on much more. There comes a point where I might have to do something about this outside work. Any ideas?

Tell them they need to pay it or give you TOIL.
You could stop working extra till they sort it.
also point out they are robing you of holiday by haveing a short contract and working longer hours a lot.0
