Payrise & contract for new position not forthcoming!!

Hi
Just wanted to sound off about hubbys new job - he was head hunted in August by manager and asked to apply for a tech manager role - he did and was offered job for a larger salary than what he received on the tools as an engineer.
However.....having started new role and being promised contract will be sorted out asap - managers agreed his starting date and salary.....now we are told that senior ceo is not happy with hubbys big pay rise (i dont see it as one as its a new position as manager not engineer) - just been told that as ceo is not happy pay rise will not happen as told verbally but will be in 2 parts (yeah right) - aparently he will get (wont hold my breath) a fraction until jan 2013 then may get this remainder when he hits certain targets.
Company has caused us financial strain as as a family we have struggled due to them only paying hubby basic engineer wage whilst they argue this out. Normally hubby would have done lots of o/t to make up wages as engineer but as he is now management he cant claim overtime - yet has no contract and nothing in writing.
Hubby has had to buy several suits, ties shirts etc that has eaten into our savings
Can a company do this having head hunted you internally and verbally offered you the job with the salary?
Where do we stand?
I want him to refuse to work as a manager until they sort this out

Even if it was agreed verbably it forms a contract but not easy to prove
Could go for a grievence and then a illegal deduction of wages.
If they argue it was not approved say you will go back to the old contract till it is and claim overtime and/or go back to the old job as well they can't choose what changes they want to make after agreeing them.
He should have put the main terms in his acceptance letter if there was nothing in writing for any offer.
Depends how much he wants to rock the boat and keep his job.
He needs to start the politics so this will be good practice, could ask the ceo if you have to put all desitions that the manager makes past then since they obviously have no authority.
Point out to the manager that they need to back up the agreement or it makes their own position untenable as they clearly have no backbone.

Spoke further to hubby last night and the company arent even going to back date pay even though he has been doing role since 20th august. Apparently next few months of 2012 pay with have a fraction of payrise then he may get the rise offered in jan 2013 provided he meets certain targets!
Being paid last month just a basic engineers pay and taking in mind the above - works out we have lost over £1500 which we cant afford!
