Change of uniform policy

Question for a friend.
Employer has brought in a new uniform policy.
Women MUST wear skirts and tights with flat shoes.
Absolutely no tattoos on show.
Uniform is a short sleeved polo shirt.
Friend has a half sleeve tattoo (tattoo on forearm, very tastefull lillies and butterflies)
Friend wants to know.
1) Can they force women to wear skirts? The job involves a lot of heavy lifting, bending down and climbing steps/ladders. My friend currently wears smart pants and flat shoes.
2) They will not allow my friend to wear a black or Blue (colours of the polo shirt) long sleeved t-shirt under the polo shirt to hide the tattoo.
Her direct manager says he doesn't have a problem with it but I would suggest senior management might.
She had the tattoo when she first got the job nearly 3 years ago and made the company aware of them at the time.
Can the employer terminate the employment because my friend has Tattoos which are against the 'new' rules but not against the old ones?

today i was told that the very small stud i have in top of my ear is now classed as unprofessional!! I have had it for 18 months, and was about 6months before anyone noticed! as at work my hair covers my ears...
