Best way to heat my home

Hi all,
Hoping someone will be able to advise me on the best way to heat my home.
I live in a 3rd floor flat, and am the only building up so high in the area, i'm also very close to the sea so we get hit from wind in all different directions. there is nobody living in the flat below us so we cant pinch any of their heat! I have no heating at all in the flat. I have been quoted around £5k for electric central heating and can't afford this. We have no gas supply and it is £2k to just get gas fitted before the heating! I have plug in oil filled radiators that seem to make no difference in heating the property unfortunately (Our rooms are all quite large) We now have a baby and heating of some sort is a must for the winter! I know the convector heaters cost a fortune to run and aren't very productive either. I have heard storage heaters are not very good either.
I'm not eligible for any grants that i know of either as myself and partner are both employed!
What is my best option please? I own the flat and have double glazing but not insulation (flat roof) I have been told i can't insulate the roof or walls.

thick curtains, bubble wrap on the windows, carpets/mats and draft excluders, blankets for cuddling under in the livingroom.
I had no heat for years i found the wee fan heaters heated the room quickest even if they did eat elec, i would def put an oil filled rad in the babys room. and a hot water bottle in there cot before bed (make sure you take it out) for your own bed an electric blanket is well worth the money imo plus extra blankets.DEC GC £463.67/£450

In your case I would say storage heaters are your best bet - you will have heard that they aren't very good but that is by comparison to central heating!
Modern storage heaters really aren't too bad (my experience of them was ancient ones in draughty houses) and are definately better than convection or fan heaters.
Having fabric wall hangings, heavy curtains, thick rugs will all help too0 -
Modern storage heaters are much more efficient than the old type. They're not as good as central heating but I agree with Fruball, they're much better than other plug in type heaters.Dum Spiro Spero0

Use hot water bottles and blankets for when you are on the sofa etc!! Also, something we've started doing for a little 5 minute burst of heat, when we have finished using the oven, rather than leaving the door shut, we turn the oven off and leave the door wide open. Surprisingly quite a bit of heat comes out which would otherwise go to waste.0
